Our Founder & CEO Michael Kidd-Gilchrist, is no stranger to victory. As a University of Kentucky Men’s Basketball Champion and NBA star, he built his career on determination, perseverance, and resilience. Now, he’s applying those same qualities in his new chapter as a leading advocate and champion for the stuttering community. In 2024, Michael secured two groundbreaking bipartisan legislative wins in two states very close to his heart — his second home, the State of Kentucky, and where he was born, the State of Pennsylvania.

A Game-Changing Assist in Kentucky: On April 26, 2024, Kentucky Governor Andy Beshear signed Senate Bill 111 into law, marking a monumental step forward for the stuttering community. This bill provides an avenue for all individuals who stutter to receive covered speech therapy services. Michael played a pivotal role in this victory, testifying before the Kentucky House and Senate to share his personal journey and advocate for change.

Pennsylvania House Bill 2268 Signed Into Law
On October 16, 2024, Pennsylvania Governor Josh Shapiro signed House Bill 2268 into law, another significant milestone for the stuttering community. The bill mandates that all private healthcare and managed care plans cover habilitative and rehabilitative speech therapy for children ages two to six, ensuring early intervention and better long-term outcomes.

The Kidd’s Stuttering Act Introduced to the United States House of Representatives
Congressman Addison McDowell (NC-06) led a bipartisan effort with Congressman Shomari C. Figures (AL-02) to help young children who stutter receive early intervention. The Kidd’s Stuttering Act will add mandatory stuttering screenings for children ages two to six and guarantee Medicaid and CHIP coverage for speech-therapy services. How can you help? Tennessee Senate Bill 1635 signed into law
Tennessee Governor signs Tennessee Senate Bill 1635 (SB 1635/HB 1942) which goes into effect July 1, 2026. Amends the 2021 Precious Cargo Act to allow individuals who stutter or have communication disorders to include this information in a private, statewide database. This database alerts law enforcement of the condition during traffic stops, aiming to reduce misunderstandings and enhance safety.
Why Advocacy Matters
Stuttering affects 1% of the U.S. population from rural, suburban and urban communities. That is approximately 3.5 million people. 3.5 million! Yet there are many barriers these 3.5 million people face despite the positive outcomes data of speech therapy for stuttering.

In 2025, Michael Kidd-Gilchrist built strong bipartisan momentum for the introduction of the Kidd’s Stuttering Act in the U.S. House of Representatives, marking an exciting step forward in advancing meaningful, lasting change.
Barriers to Care
Limited access to speech therapy due to insurance companies denying speech therapy or restricting sessions with a cap.
High out-of-pocket costs cause families to forego speech therapy.
School systems are faced with a lack of Speech-Language Pathologists (SLP) who specialize in stuttering.
Shortage of curriculum and education in the management of stuttering in healthcare and higher education.
Too many misconceptions and false assumptions in the world about those who stutter.
